While this is a test of hypothesis problem, which one might expect to be solved with a T-test, we can also solve this problem using a confidence interval. In the case of a proportion, there is an important difference in the two, however: one use phat in the standard error (the confidence interval), the other does not (the standard test of hypothesis).
