To find New York, look first for the three points farthest right. The lowest of the three represents New York. The point a little above and to the left represents The District of Columbia. The point far above all the others is New Jersey, a state with very high spending per student and a high graduation rate.

The scatter plot indicates a weak relationship. There is a general slope up to the right. Most people find the graphical representation easier to interpret, since one may identify a possible relationship — or lack of one — with a single glance.
