Evaluation Conclusions                


Oxfam America (Oxfam) meets the 20 Standards for Charity Accountability.


In March 2006, Oxfam publicly announced that it was launching an investigation into allegations of fraud at two of its Indonesia-based offices that assisted in tsunami relief and recovery work. Oxfam reports that the investigation uncovered evidence of losses amounting to $22,000, of which $20,000 has been recovered. As reported, the fraudulent activities involved discrepancies between amounts paid to suppliers for goods and the quantity of goods delivered. In view of the small amounts involved and the fact that Oxfam has indicated it has taken steps to improve its oversight of these operations, this matter does not impact the above evaluation conclusion.




Programs                


In six regions - South America; Central America; East Asia; Southern Africa; West Africa; and the United States - Oxfam responds to emergencies and funds projects that help impoverished and disenfranchised people to recover from humanitarian disasters, improve their livelihoods, defend their rights, and influence major decisions affecting their communities. Local projects focus on areas such as small business development, sustainable natural resource management, and promoting the rights of women, indigenous peoples and low-wage workers. In addition to giving financial support, Oxfam collaborates with regional partners to strengthen their capacity, providing training, technical assistance and vehicles for networking and learning. Oxfam joins forces with other non-governmental organizations on campaigns that address concerns of poor communities around the world, and produces a variety of research reports, briefing papers and other educational materials on issues relating to poverty and international development. Oxfam lobbies to support long-term, self-help development efforts in developing countries and to increase responsiveness to political and humanitarian appeals. Oxfam funds research projects on subjects such as debt reduction and gender policies in an effort to develop informational reports to present to Congress and the government. Oxfam also offers leadership training to U.S. college students entering their sophomore or junior year, along with the opportunity to participate in the CHANGE Initiative program. Oxfam's annual Fast for a World Harvest promotes awareness of world hunger. The organization also publishes a magazine, "Exchange," three times a year, which features articles and updates about projects and advocacy activities. Some ($715,000 or 12%) of Oxfam's public education program is conducted in conjunction with its fund raising appeals.
