Unlike Moran's I, Ipop doesn't scale to the range -1 to 1.  The test statistic
is divided into `within' and `among' contributions.  `Within' is amount of
clustering due to rates exceeding their expectations, `among' is amount of
clustering due to counties with similar rates being adjacent.
