Total Rabid Animals, by Month

Endemic: the constant presence of a disease or infectious agent within a given geographic area.

Here are the monthly totals of rabid animals, as reported by the state. We see that the number of cases rose rapidly, appeared to spike, and has now been reduced to a low but non-zero level, which we claim indicates that the disease has moved into an endemic phase.

One question, however: will the number of rabid animals continue to fluctuate around 15 cases per month, as it appears to by late 1996?
